Why cannot search tenancy "unit" in expenses module

The "unit" is unable to be searched in the expenses module. Why so?

To create an expense from the expense module, the Unit search will only be able to search the Landlord’s unit

Biztory system is not able to search the Tenancy’s unit, because we only allow the Tenancy to pay commission in expense

How can I record the expenses to the tenant's unit?

if the user wants an expense to be linked with the tenancy unit, only the "pay commission" button is allowed to do so.
After creating the commission, the user is allowed to edit the expense category
